An apparatus for encoding image information for frame rate up conversion (FRUC) according to the present invention includes: a storage medium to store original image information; and a processor to grant a frame property for each frame partially selected from the original image information, to detect a motion vector for each of a plurality of blocks constituting a current frame, which is a frame having a predetermined property among the frames to which the frame property is granted, so that a difference between an interpolation block of a virtual interpolation frame and a block of a corresponding original frame is minimized, to encode the motion vectors for the blocks, and to generate an encoding result of the current frame from the encoded motion vectors, wherein the frame having the predetermined property is a frame referring to a different frame, the image information is made up of a plurality of frames, the virtual interpolation frame is an interpolation frame predicted to be interpolated between the current frame and the reference frame during decoding, and the original frame is a frame having the original image information with respect to the virtual interpolation frame.
