Open Service-Aware Mobile Network API for 3rd Party Control of Network QoS

As the explosive growth of mobile Internet applications and content, the network provider is facing the challenge of becoming "dumb pipe". Open service-aware mobile network QoS control API to 3rd party application and content providers will enable the network operators to change the "dumb" pipe to a "smart" pipe, and appeal more developers to create more innovative applications and content, improve the ARPU of the customers. This paper presents a solution of opening the service-aware mobile network QoS control API to 3rd party application and content providers, including the network architecture and components, open QoS API design, and a use case to show the use of open QoS APIs.
