Citizen-Centered E-Government Strategy Governance Framework: Case of China

e-Government is a way for governments to use the new technologies to provide people with more convenient access to government information and services, to improve the quality of the services and to provide greater opportunities to participate in our democratic institutions and processes. With Interior facing the challenge of using technology to provide citizen-centered, integrated, secure services, the need for effective governance – accountable decision-making and the structures and processes that turn decisions into actions – has never been greater. Governance issues are complex and easy to get wrong, but E-Government success depends on getting them right. The paper introduces the concept of e-Government and relevant research results firstly. Then enlightened by the practices of e-Government in China, the paper puts forward that the effective governance framework should be designed. A thorough analysis of the mechanism of e-Governance has been made and components of e-Government analyzed accordingly. Finally, the paper concludes and set up an effective and efficient citizen-centered e-Government strategy governance framework.
