Connotation,Limits and Means of the Development of Cyber Democracy in the Urban Community

"Cyber democracy" is a new democratic form with the network being as a medium,and its emergence brings to the urban community construction opportunities and challenges.The Dejia Community in Hangzhou has actively promoted cyber democracy construction for many years.Based on the empirical investigation on the Dejia Community and the combination of discussion about the connotation of city community cyber democracy,this paper points out that cyber democracy broadens the channels for community participation of residents and creates equal "public space" and a new network monitoring mode.But there are also some limitations,for example,lack of representation of network public opinions,irrational participation and so on.To solve these problems in the process of the development of city community cyber democracy,it needs robust system of network moral standards and comprehensive network legal norms.And it can't do without the community's attention and adequate human,financial and material guarantee and needs to take various measures to mobilize the enthusiasm of the residents involved in the network.
