Active Traffic Management (ATM), in England, aims to tackle congestion by making better use of the existing motorway network. An ATM Pilot programme is being implemented on the M42 between junctions 3A and 7. One of the constituent projects of the Pilot programme is the specification, development, manufacture and installation of a Control System (CS) for ATM. This paper describes the application of safety management principles and safety engineering techniques to the specification of the ATM CS, within the framework provided by the international standard, IEC 61508, and summarises key findings and lessons learned.
