Today, some in-vehicle route guidance systems are practically used and the routes they guide are minimum in static costs, which are independent from real-time traffic situation. But drivers want to know which route is best under present traffic situation. New traffic information providing systems, which serve real-time traffic information to vehicles, are available and it is possible to calculate and guide the minimum cost route in the sense of dynamic costs, which consider real-time traffic information such as congestion, extra regulations, and so on. Currently, traffic information providing systems cover limited regions and serve information of only main roads. The roads whose information is served by the system is not enough to realize practical route guidance. In this paper, the information of traffic congestion provided by the center is analyzed and some strategies to estimate the costs of the roads without information are proposed by using the notion of expectation in statistics. After the analysis, an in-vehicle dynamic route guidance system is constructed, which calculates and guides not only the roads whose information is served, but also other roads. The proposed strategies are tested and evaluated in the view of the admissibility of the computational results.
