Assessment of new harmonic and flicker planning levels for high voltage systems

Control of disturbance levels in the transmission and distribution systems is a topical issue. To assist distributors in the definition and application of consistent connection rules, the IEC has published two reports (IEC 61000-3-6 and 61000-3-7) relating to harmonic disturbances and flicker. They recommend a limitation of disturbance emissions but leave it open to distributors to identify their own planning levels. The aim of the present paper is to outline the thinking on the subject in progress at EDF. New values are proposed for high voltage planning levels.
