eCall Cross-border Tests between Finland and Russia

The paper presents the results of eCall cross-border tests carried out between Finland and Russia in spring 2012. The study involved tests with an ERA-GLONASS in-vehicle system and eCall-compatible PSAP (public safety answering point) simulator in Finland. The main objectives of the study are to test the successfulness of eCall session and transmission of MSD (minimum set of data). The methods and indicators used in the tests are essentially similar to those used in the HeERO (Harmonised eCall European Pilot) eCall tests carried out in Finland. All of the tested ERA-GLONASS IVS prototypes were able to transmit an MSD to the eCall testbed. For the whole test, the average success rate of MSD transmission was 76.8%, which indicates that the prototypes were able to transmit the MSD successfully in most but not all cases. The results suggest that it will be possible in the future to achieve interoperability between ERA-GLONASS IVS and PSAP supporting pan-European eCall. Further analysis and additional tests are needed to study the interoperability of eCall IVS with the ERA-GLONASS back-office system.
