Concepts that help with strategy formulation areevolving and information technology itself is changing, so the impactof one on the other is complex. As such, it seems important to beclear about the underlying assumptions before beginning to addressthe substance of the question. There are some basic beliefs aboutthe world and the way it operates which underlie the argumentsdeveloped in this paper.The first of premises is that information technology (I.T.)strategies are most effective when they are developed in the contextof business and corporate strategies. Thus a critical first step isto know where the organization is headed before one begins to work onthe question of what a sensible direction for the use of informationtechnology should be.
