INCIDENTS ON MOTORWAYS

In August 1993 the Tucker Parry Knowles Partnership (TPK) was invited by the Transport Research Laboratory (TRL) to undertake a research project for the Highways Economics and Traffic Appraisal (HETA) DIvision of the Department of Transport (DOT) to establish incident rates and durations on motorway links and to assess their impact on traffic capacity. The project involved assessing incidents at ten motorway survey sites by collecting multi-channel time lapse video information from closed circuit television cameras (CCTV) and using police historical records to extract information on vehicle incidents. This report describes the survey locations, methodology, analyses and the conclusions.
