종합심사낙찰제 시범사업 성과분석을 통한 제도 효과성 평가

Comprehensive Evaluation Method has been designed to innovate the bid and award system for the large-scaled public construction projects, for which currently lowest bidding system is widely applied. This method's purpose is to help the outstanding contractors conduct construction works with proper prices. The evaluation criteria are composed of the indicators in three or four areas of construction capabilities, pricing, social responsibility, etc. This study aimed to evaluate the effectiveness of Comprehensive Evaluation Method from the aspect of public policy by analyzing the performance of demonstration projects executed in 2014. In order to review the results, data from on-line bidding systems of the large public owners were analyzed, and the survey to contractors and owners were conducted. The results showed that the Comprehensive Evaluation Method is effective in preventing low-price bidding, ensuring sufficient construction cost, and improving project performance. On the other hand, there was growing concerns on the decrease in transparency, equal opportunity in bidding, and award possibility.
