고시원화재 사례조사를 통한 준(準)숙박시설의 화재안전성능 개선을 위한 제도 연구

The private reading house has altered as a boarding house due to increased demand of inexpensive lodge which urban poor people including foreign labors and students stay long-term base. However, adequate code and standard were failed to set up to meet its occupancy alteration. Therefore many casualties took place in many fire accidents for last 5 years. A majority of casualties were found in rooms remote from exits to stair and were examined while sleeping circumstance. It was proved that casualties would take place due to inevitableevacuation delay of guests who were sleeping in their guest rooms at the time of fire. Existing codes and standards for the study boarding occupancy was proved as improper code for sleeping occupancies and especially Korean fire safety and building code show its serious defect with no protected corridor which results in unattainable condition as hot gaseous smoke penetration. As result of comparative review with UK’s fire code for long-term boarding houses, many clear differences were found in terms of fire safety performance as aspect of requirement of skylight window area, compartmental isolation clause of the escape route, travel distance limits from room to escape stairs, warning system for sleeping guests, etc. We comes to conclusion that severe large fire casualties could not be prevented by the existing codes to similar boarding business such as a study boarding room, a leisure boarding room, a 24-hours massage room, a video playing room with bedding equipments. Therefore, safety assurance should require new code beyond existing Korean codes for the similar boarding business facilities. Finally, detailed safety guidance was suggested for new code.
