The Mass Work is the Core of Police Organ's "three-grassroot Project Construction"

The policy of strengthening grassroot,laying solid foundation and practising basic skills,stipulated and reinforced by the Ministry of Public Security in 2005 is an important measure of strengthening grassroot construction of the public security sector.The core of the policy is to focus on the mass work.In the course of implementing the policy,focusing the efforts on the mass work is the real target.It is also in accordance with civilian improvement project forwarded by General Secretary Hu Jintao and his Scientific Development Theory.In order to make the policy to be effective,we must do well in the mass work,pay sufficient attention to the work.Only in this way can we arrive at the target of the project.
