Study on the Risk Management Mechanism of the Engineering Project during Decision-Making Stage

Without a scientific risk management mechanism at the stage of the engineering project decision-making, it is very difficult to change the result of projects only by strengthening the implementation management. This paper reaserch the mechanism from four aspects: procedure subsystem, methods subsystem, suitable risk management organization subsystem, law or rule subsystem and the essential condition of the decision-making environment. A series of appraisal index system is constructed and the DEA model (C2R) is used to analysis the four engineering projects as case to testify the scientific risk management mechanism which would be benefit for reducing the risk and improving the engineering project investment effect.
