The method comprises the steps of: obtaining road segment traffic data of a road segment; determining congestion information and /or traffic accident information of the road segment according to the road segment traffic data, wherein the congestion information includes the traffic state, and the congestion state distribution type of the road segment, and the traffic accident information includes a traffic accident influence level; and determining a traffic control auxiliary decision plan according to the congestion information and /or the traffic accident information of the road segment.
