Thegeneral framework ofcapacity and travel timereliability ofurban roadnetworks isproposed byintroducing thezonal reserve capacity asameasure indexto networkcapacity and service level. Mathematically, thezonal reserve capacity isformulated asabilevel model, inwhichthetravel timerequirements areconverted intoexplicit linkcapacity constraints by adding dummylinks toorigin-destinati on (O-D)pairs. Theintegrated reliability ofcapacity andtravel timeis welldefined underthecircumstances ofstochastic variation oflinkcapacity orthedemandpattern. The proposed modelgeneralizes thecapacity reliability andit alsoincludes travel timereliability asa special case. Finally, theMonteCarlo simulation methodisusedto calculate thereliability anda numerical example is provided toillustrate theapplication ofthemodel.
