Equity of Slot Allocation in Ground Delay Program Under CDM

In this paper,the problem of the slot assignment of CDM GDP was studied,and an optimization model based on equitable delay cost assignment was established.Then,the formulation for calculating the cost of flight delay was given and applied to the calculation of object function in the optimization model.A genetic algorithm was used to solve the model.Finally,a simulation validity test was made based on the real data of one domestic airport,and the result was compared with that of RBS.The result of the simulation validity test demonstrates that the model not only makes an effective assignment of the limited GDP slot,thus reducing the total cost of flight delay by 18 percent compared with that of RBS,but also allows an average share of the delay cost among different airlines.As a result,the equity is remarkably improved.
