This paper discusses some of the engineering issues raised by the current bridge assessment and strengthening programme. The background to the programme is outlined and the bridges involved indicated. Loads and resistances are discussed and traffic loading requirements considered. The need to assess apparently sound bridges is justified. Specific issues being raised are then examined under a) the accuracy of the MEXE assessment method for masonry arch bridges, b) the assessment of old concrete and steel bridge types, c) proving load tests, d) factors of safety for substructures, foundations and retaining walls and e) shear deficiency in modern concrete bridges.
