Circuit device value controlling circuit of semiconductor integrated circuit and method thereof

The circuit for adjusting elements' parameters of a semiconductor circuit, includes an on/off switch under a control signal for the circuit elements, an on/off fixer maintaining the on/off switch fixed, a signal protector blocking all external electrical signals after having fixed the circuit, a signal controller controlling a signal for adjusting the elements' parameters and fixing them. The adjust circuit compares the parameters with particular values before fixing the elements on the circuit and is independent of the external electric signals.
