A method for controlling terminals, the method comprising: a base station grouping all the terminals, and determines a terminal head in the terminals of each group; terminals in each group emit standard detection signals, the terminal head of the each group detects the signals, and records normal terminals and abnormal terminals corresponding to abnormal signals; the terminal leaders periodically report normal terminals and abnormal terminals to the base station; and the base station schedules a terminal in a group to transmit information, and the terminal head in the group leader and the terminal transmit the information together. After application of the embodiment of the present invention, the detection time of the base station to the terminal can be shortened, thereby states of the terminals can be found out timely.
