Location of school based on bilevel programming and K-Harmonic means

Location selection of school is the most important part of investment in education.Based on the compulsory,free,popular characteristics of compulsory education,we give two models of the problem,integer linear bilevel programming model and single model without capacity constraints.Through the use of cluster analysis on the transportation costs and a large-scale numerical experiment we demonstrate the superiority of the method.
