A Multi-Media Framework for Consolidating Modern Environmental Regulations

Modem environmental law was enacted after Earth Day in 1970 and consists of a fragmented single-medium regulatory framework that does not focus on the espoused national environmental goals. The result is a set of modem environmental laws that do not efficiently and effectively provide the necessary legislative framework for the collaboration of multiple stakeholder perspectives into a unified set of national environmental policy goals. The proposed multi-objective analysis (MOA) methodology utilizing the Systems Analysis (SA) interaction matrix approach provides a simple tool for focusing the CFR-40-1 modem environmental laws on the CFR-40-5 national environment policy goals. The SA-interaction matrix approach provides a visual and collaborative framework so the interrelationships between the system of environmetal laws and goals can be efficiently and effectively applied on a national or regional level under the CFR-40-5 Integrated Resource Planning (IW) framework.
