The aim of the workshop is to bring together a highly qualified group of people to present current state-of-art research and development in interrelated fields of cognitive radio and cognitive networking. Cognitive techniques are becoming major subjects of research in the wireless communication community as they have been identified as some of the underlying principles for future wireless communication systems. Cognition is exploited as a means to use wireless communication systems more efficiently and is not limited to spectrum sensing and management only. The workshop will highlight the newest trends in this emerging area, complementing it with first practical implementations and demonstrations in this field. Besides the technical insights, the workshop will provide a supportive environment for technical discussions between like-minded researchers. Each paper submitted to COGCOM 2009 went through at least three peer reviews by members of the Technical Program Committee. These reviews provided detailed comments on the quality of the submitted papers. Based on these reviews, we accepted 12 regular papers with two invited papers for presentation and publication. We would like to express our gratitude to Dr. Maziar Nekovee for accepting our invitation to be the keynote speaker. We would also like to thank Prof. Luiz A. DaSilva and Dr. Xiangpeng Jing for accepting our invitation to contribute technical papers. We are indebted to the members of the Technical Program Committee and the reviewers. They have worked according to a tight deadline and have provided us with high quality reviews, which helped us greatly in putting together the workshop program. We also thank the members of the Organizing Committee of the ICCCN 2009, especially the workshop chair Dr. Xiaobo Zhou, for all their help and support.
