Disparities in Labour and VET in meeting LEC targets

This paper examines the efforts, in three European countries - Britain, Denmark and Germany - to meet the EU2020 low energy construction targets, in the context of disparate VET systems, employment structures and social partner arrangements.In particular, it compares the 'skills' gap and the barriers to upskilling the construction workforce, essential for a green transition in building construction, as audited in the Build-up Skills initiative.The paper draws on evidence gathered as part of the ACW - Green Transitions in the Built Environment project, in interviews on construction sites, colleges and with trade unions.
