Preventive services in Europe: expanding amid a crisis of confidence*

This paper seeks to bring out the common problems beyond the strictly country-specific aspects. Setting the development of the preventive services within the more general context of the different components of a health and safety at work strategy is beyond the scope of this paper; likewise, the picture in the countries which joined the EU in 2004 and 2007 has particular traits that will not be addressed here.
