POLÍTICAS DE EMPREGO, TRABALHO E RENDA NO BRASIL: DESAFIOS À MONTAGEM DE UM SISTEMA PÚBLICO, INTEGRADO E PARTICIPATIVO

This work does an effort to understand the central issues related to development of the, here named, Public System of Employment, Work and Income (SPETR) in Brazil. To this, the work is organized as follows. Section 1: shows the historical construction of the principal policies of employment, work and income at Federal level. Section 2: stresses some aspects related to the creation and establishment of the Worker Support Fund (FAT) as principal - and almost exclusive - funding source of these policies. Section 3: shows some distinctive characteristics of the Worker Support Fund Advisory Council (Codefat) among other Brazilian social policies, stressing its working procedures and some aspects related to the management of programs under Council?s responsibility. Section 4: This section treat public administration issues related to policies of employment, work and income; giving special attention to policy decentralization and to the role of non-government agents supplying services into SPETR. Section 5: This is the last section of the work and provides a performance evaluation, in physical and fiscal terms, of principal Federal programs of employment, work and income in Brazil.
