Fuzzy cluster analysis-based storm surge disaster gradation

In view of that there are many fuzzy factors in the disaster gradation and identification of storm surge,this paper explicates the concept of fuzzy clustering analysis based on fuzzy equivalence relation and the steps of its application to disaster gradation and identification.An actual example analysis using disaster statistics of storm surges having struck Zhanjiang area from 1976 to 2002 demonstrates the feasibility and effectiveness of this method.
