Example discloses a method and apparatus for multiplexing message according to the present invention, by the network device corresponding to the terminal identifier and a plurality of terminals of message contents encapsulated in the first message, the first message including but not limited to a polling request packet message, the packet power control / timing advance message, a handover message or data transmission feedback message; and transmitting the plurality of terminals to said encapsulated first message, to alleviate the problem of shortage of air interface resources.
