The Extent of Delinquency in the United States

During this year when preparations are being made for the Sixth White House Conference on Children and Youth, it is not out of place, in assaying the extent of delinquency, to quote from the third conference held in 1930: "There exists no accurate statement as to the amount of delinquency in this country, nor whether it is increasing or decreasing." And again: "There is no accurate conception as to what actually constitutes delinquency."' These same words might well be stated at the White House Conference in 1960.
