Recently, the needs of immediate and responsive public services and facilities have much increased for protecting from disasters and accidents. In particular, modern fire services have been extended to disaster-protecting services such as rescue and emergency medical services. The optimum number and the location of fire stations have been essential factors and has contributed to the improvement of fire services of including such extended services. This study aims to explore and identify the optimum number of fire stations and the best location of the facilities in Jinju city of Korea as a case study, taking consideration into response time critical to emergency cases and indicators such as population, equipment, specialist manpower, road condition, and degree of cooperation with other agencies. As a result of application of Set Coverage Model and Laplace criterion, the optimum number and location of fire stations were identified and evaluated. These techniques will contribute to immediate response to emergency calls to save life and property for public safety for the future and are expected to be better applied to rescue and emergency medical services by maximizing services under given budget constraints.
