Present study addresses time and space restoration process for damaged water supply systems in Kobe Water Bureau and proposes a formula to predict recovery periods of water supply based on the GIS analyses for space and time recovery process of the systems. Present GIS involves the database of damage sites of transmission and distribution pipelines giving the classes of damage mode, pipe material and joint type, diameter as well as various kinds of data related to recovery works. From the view point of performance based design, by employing the proposed equation, a target level of strengthening the water supply system corresponding to the target recovery periods could be decided, which is also respondent to the level of earthquake ground motions related with the pipe damage ratio.
