The authors describe the features of a relational database and an associated full-screen database editor (DBE), which are major components of the computer-aided protection engineering (CAPE) system. CAPE is being developed under the sponsorship of the major US electric utilities and has been designed primarily as a productivity tool for protection engineers. CAPE combines a set of nine interactive programs for managing data, analyzing faults, and checking, setting, coordinating, and simulating protective relays. CAPE uses high-resolution computer graphics extensively and is implemented on an engineering workstation.<<ETX>>
