Provides design and implementation lessons for states thinking about adopting a Cash and Counseling program. The lessons are based on the experiences of the Arkansas, Florida, and New Jersey programs. Areas discussed include outreach and enrollment, use of consumer representatives, development of allowance spending plans and permitted purchases with the allowance, role of counselors and fiscal agents, prevention of exploitation and abuse, and program costs.
