Legal and institutional arrangements for managing water resources in the Nile Basin

This article firstly reviews the legal arrangements drawn up over the last century between two or more of the nine states which share the Nile Basin to govern efforts to control or alter the flow of the river. Secondly, existing institutions intended to promote basinwide cooperation in water use are surveyed. Finally, the interests of the various states with regard to the hydraulic development of the basin are analysed, and the probability of a basinwide accord being reached is assessed.
