Fast mode decision for scalable video coding based on neighboring macroblock analysis

In this paper, we propose a fast mode decision for B frame in SVC. It makes use of the mode distribution correlation between current MB and neighbor MBs. Experimental results show that the proposed schemes save up to 57.8% of encoding time with a negligible coding loss and bit-rate increase.
