Based on observations and interviews of researchers at SDN 26 Balai Baru Tanjung Barulak Batusanggkar that the low activity on the V grade students learning civics. The purpose of this study was to describe the increase in activity of students in learning civics model Treffinger in class V. This type of research is the Classroom Action Research (CAR) conducted in two cycles. Fifth grade students study subjects were 28 people. The research instrument used is the observation sheet teacher activities, student activity observation sheet and test student learning outcomes. Based on the analysis of student activity sheets in asking questions, express opinions and do exercises during the learning process in the first cycle of classical gained an average of 58.12%, an increase in cycle II to 85.41%, the percentage of completeness of students in the first cycle of 58 , a 33% increase in the second cycle of 83.33%. So, learning civics using Treffinger models can increase student activity and student learning. From the research, it is recommended that teachers can use the model Treffinger to increase the activity of students in learning civics.
