This report explains the accident involving Federal Express flight 14, an MD-11, which crashed while landing on runway 22R at Newark International Airport, Newark, New Jersey, on July 31, 1997. Safety issues discussed in this report focus on landing techniques, bounced landing recovery, and training tools and policies that promote proactive decision-making to go around if an approach is unstabilized. Safety issues also include the use of on board computers to determine the required runway length for landing, MD-11 handling characteristics and structural integrity requirements, hard landing inspection requirements, and tracking hazardous materials. The National Transportation Safety Board is an independent Federal agency dedicated to promoting aviation, railroad, highway, marine, pipeline, and hazardous materials safety. Established in 1967, the agency is mandated by Congress through the Independent Safety Board Act of 1974 to investigate transportation accidents, determine the probable causes of the accidents, issue safety recommendations, study transportation safety issues, and evaluate the safety effectiveness of government agencies involved in transportation. The Safety Board makes public its actions and decisions through accident reports, safety studies, special investigation reports, safety recommendations, and statistical reviews.
