Creation and Management of Productive Minesoils

Introduction Since the 1940s, surface mining for coal in Southwest Virginia has disturbed more than 100,000 acres of land. Mining before the implementation of the federal Surface Mining Control and Reclamation Act (SMCRA) of 1977 and the resultant Virginia Permanent Regulatory Program of 1981 generated thousands of acres of surface-mined benches in Southwest Virginia — many with potential for more intensive future land uses. While the majority of these benches are relatively flat, use of these areas has been hindered by a number of problems, including poor soil productivity.
