The invention relates to a bogie secondary suspension device and a bogie. The bogie secondary suspension device comprises two groups of secondary spring devices; the two groups of secondary spring devices are arranged on a frame of the bogie; each of the two groups of the secondary spring devices is slidably connected with the frame, so that the transverse span between the two groups of the secondary spring devices is adjusted. The bogie secondary suspension device and the bogie have the advantages that the requirements on transverse span positioning of secondary springs of different automobiles can be met, so that the bogie can meet transportation of different automobile types and different automobile bodies, therefore the universality is stronger, and the operation safety can be guaranteed.
