An instance of multiuser diversity in wireless networks

Existing forms of multiuser diversity can be seen as instances of the fundamental economic trade-off of fairness versus efficiency. This viewpoint points to an instance of multiuser diversity which arises in multiuser communication networks. The key idea is to exploit the time-varying buffer occupancies of different users in order to maximize the admissible arrival rate for each user.
