Traffic Congestion Index and Its Estimation Standard Based on Travel Time

Based on the research and analysis of domestic and international transportation management system,the concept of traffic congestion index was proposed together with the calculation method and its estimation standard.Compared with the investigated traffic data of several roads in Beijing,the congestion index showed excellent consistency with the investigated congestion degree,which indicated that the method and standard defined in this paper were reasonable and could be used to evaluate the congestion extent of a single road or a particular region,and could serve as a reference to traffic congestion management,traffic planning,and resident travel.
