Haiti Earthquake Response: Context Analysis

Ce document comporte une analyse contextuelle de la reponse humanitaire en Haiti suite au seisme de janvier 2010 et un cadre d'evaluation qui visent a : fournir une base contextuelle utile pour une reflexion operationnelle fondee sur les materiaux disponibles au moment ou ce texte est ecrit (avril-mai 2010) ; servir de base solide et partagee pour permettre aux efforts evaluatifs daealler de laeavant ; suggerer un ensemble global de questions placees dans le contexte de la reponse en Haiti qui puisse eclairer le developpement daeun cadre evaluatif partage et pouvant etre utilise pour analyser et fournir un compendium des differents efforts daeevaluation planifies ou en cours ; et fournir une structure utile pour un rapport de synthese sur la reponse en Haiti embrassant laeensemble du systeme. Ce document cible essentiellement les praticiens humanitaires, les decideurs politiques au sein des organisations humanitaires and ceux qui participent a laeevaluation de la reponse au tremblement de terre haitien.
