LAW OBSERVANCE AND ENFORCEMENT METHODS

TRAFFIC LAW OBSERVANCE AND ENFORCEMENT METHODS ARE DISCUSSED. THE STATUS OF TRAFFIC LAW OBSERVANCE IN ANY COMMUNITY IS RELATED TO THE FOLLOWING FACTORS: (1) REASONABLE TRAFFIC RULES AND REGULATIONS, (2) EFFECTIVE AND SENSIBLE SIGNS, SIGNALS AND MARKINGS, (3) ADEQUATE PUBLIC UNDERSTANDING AND APPRECIATION OF TRAFFIC REGULATIONS AND (4) UNIFORM, IMPARTIAL, AND BUSINESS-LIKE ENFORCEMENT. IT IS FELT THAT IN MOST AMERICAN CITIES, TRAFFIC LAW ENFORCEMENT IS NOT SATISFACTORY BECAUSE STATE LAW AND MUNICIPAL REGULATIONS GOVERNING ENFORCEMENT ARE OFTEN ANTIQUATED, UNREASONABLE, INCONSISTENT OR INADEQUATE. DATA ARE PRESENTED ON THE PERCENTAGE OF CONVICTIONS TO ARRESTS IN LARGE CITIES. A LIST IS PRESENTED OF SUBJECTS WARRANTING FURTHER RESEARCH.
