Writers on administrative reform, after years of constant effort, have failed to agree on a theore,tical framework under which it can be studied and analysed. Worse still, recently, serious doubts have been raised as to the rationale behind the use of the term 'administrative reform' itself and suggestions have been offered to substitute it by using a more comprehensive term like 'reorganisation of the machinery of government' I.
