L'evaluation de la performance et de l'impact scientifiques d'une nation doit se fonder non seulement sur le decompte des publications et des citations, mais aussi sur la distribution des controleurs d'acces aux journaux scientifiques que representent les membres des bureaux editoriaux. Le pouvoir de decision dont dispose ce college invisible des gardiens constitue meme le facteur principal de la sante scientifique des nations, comme le montre l'analyse comparative des pourcentages de gardiens, d'articles et de citations dans le domaine de la chimie dans differents pays.
