Apparatus and method for tracking of moving target

An apparatus and a method for tracking a moving object are provided to remove movement effects of background according to movement of a camera and track the object exactly even when the moving object is shielded by an obstacle or under environment when it is difficult to obtain a video of a moving object having uniform brightness. A storage(110) stores plural background video frames, where backgrounds existing in a photographing area of a rotatable camera are photographed, in association with a rotation angle of the camera during arbitrary photographing of each background video frame. A moving object detector(120) detects the object, photographed within each video frame, from the background video frame searched from the storage and a difference value of a video frame inputted from the camera based on the rotation angle of the camera, and detects the moving object by grasping movement of the object through a location of the object detected from a neighboring video frame. A moving object tracking unit(130) calculates a model object corresponding to the moving object based on a training group configured with plural model objects having a form of a detection object, matches the calculated model object to the moving object existing within the video frame, tracks movement of the moving object based on a location of the matched model object and calculates angle change information of the camera.
