The purpose of the Manual is to provide local government and other agencies responsible for sealed local roads with guidelines on ways to manage these roads to achieve greater benefits from available resources. The Manual covers pavement surfacings, pavement design and materials, construction. maintenance and rehabilitation, economic evaluation of road improvements and a number of design examples. Also included are footpaths, cycle ways, hardstandings and minor airfields. The Manual has been prepared for general use as it is not able to cover the extensive range of topographic, local materials and climatic conditions found throughout Australia and New Zealand. Actual operating conditions on the local scene must take precedence over the general measures outlined in the Manual. The intended use of the Manual is to provide the road practitioner with a guide on 'good practices' for the management of sealed local road pavements and to act as a source document for further detailed reading.
