Looking back, moving forward.

The “value index,” a reimbursement approach that would adjust providers' payments on the basis of regional performance on quality and cost measures, is controversial. Jonathan Skinner and colleagues argue that the debate over how best to measure costs is a distraction, since “look-forward” and “look-back” measures yield very similar results.
