Emergency Beach-Fill Procedures: Lessons Learned From 2004 Hurricane Season

Abstract : This Coastal and Hydraulics Engineering Technical Note (CHETN) is intended to guide the reviewer through the processes that were utilized to restore 21 shore protection projects within the 2005 Fiscal Year, placing 12 million cu yd of sand on the Federal beaches within the U.S. Army Engineer Division, South Atlantic. The guidance that was provided and the emphasis that Congress and Headquarters, U.S. Army Corps of Engineers (HQUSACE) placed on these actions were extremely important to the success of the Flood Control and Coastal Emergencies (FCCE) program. This technical note outlines the Project Information Report (PIR) preparation phase, actions taken to expedite the PIRs through the approval process and the concurrent contracting strategies that allowed the work to be executed efficiently.
