The traffic flow at work sites on freeways with regard to the capacity depends mainly on the method of handling traffic and the lane width. The following behaviour in the case of a permanent traffic congestion preceeding a work site can be defined by means of empirical time interval distributions. The Beta-distribution is appropriate as a mathematical model function. The capacity of a work site bottleneck results from the assumption of a binomial development as well as the functional relation between the traffic volume and the average gross time interval.
